[CW] Code test speed

I think the point is that a LOT of people used that waiver to their 
advantage.  While we've all taken the path of least resistance at times, I 
think the complaint is that a good number of people were using it who 
really were just using it as a convenience, ruining it for everyone else 
who actually needed it.

However...

I've tested thousands of applicants and only collected three or four code 
waivers over 10 years of testing.

Those people from whom I collected code waivers really did have some 
genuine need.  A good number of people with hearing difficulties also went 
the process of strugging through my code test sessions successfully.
