[CW] Morse Requirement for HF vs. CW only subbands

Hi all,

Regardless of what makes good sense, I think we need to accept as a fact 
that the no code lobby (people who don't want to put in the effort to 
have HF priveleges, and marketers who just want to sell more HF gear) 
will eventually succeed in getting the morse requirement dropped for at 
least some license class that has some HF priveleges (besides the 
already existing 11 meter privelges available to the no effort crowd). 
That being the case, instead of fighting what is inevitable, I think we 
should push for at least one license class that retains a morse test and 
gives CW only subband priveleges that are unavailable to the other 
license classes. The test should be a realistic speed (which of course 5 
wpm is not) like 10 to 15 wpm, and should include both sending and 
receiving. The CW only subbands should be the bottom 25 kHz of 160, 40 
,30, 20, 17, 12 meters, the bottom 50 kHz of 80, 15 meters, and the 
bottom 100 kHz of 10 meters.
