At the same meeting where the ARRL's Board of Directors decided to obtain
membership input on the WARC decisions, it also discussed an in-depth
report on problems within the current ARRL field organization, including
the fact that relaying messages from coast-to-coast is no longer possible
(!), and that the NTS is in poor shape.

Now that there is renewed federal interest in the role radio amateurs can
fill as emergency communicators, the ARRL is going to attempt to revamp
ARES and its field organization to make it a more dependable communications
resource. This gives CW ops a good opportunity to promote keeping CW as an
integral part of the emergency communications modes offered by the amateur
service.

As others have noted, there certainly is a case to be made.
