I think Ron's question should be stated:

I can't understand why US MARS outlawed cw when it was using it on its nets.

CW nets were only stopped because MARS regulations forbid CW -- MARS didn't
stop having the nets, then they decided that CW was to be banned.  Most MARS
members were angry and a majority quit MARS in response to this.

A comment about this event:  Aproximately 70% of MARS members quit MARS
after this happened.

The head Naval Officer in-charge of MARS in Washington was at the time Dave
W1DV and he couldn't convince the others - and in particular one ARMY
officer who was dead set against CW to NOT do this.

Many of the MARS members were quite willing to do SSB and RTTY - but "as
long as I can do my CW nets!".

It is obvious that MARS did nothing to react at the democratic "voting" with
the members "feet".  They simply got on without them.
