[CW] future of CW

There's a high degree of embarrassment associated with a net member having 
to reply to a request to shift to CW (due to poor conditions for example) 
that he or she cannot do so due to inadequate capabilities (which implies 
inadequate training.) The 'military method' being what it is (more than a 
little rigid-and always having to play to the lowest common denominator), a 
decision 'outlawing' CW doesn't surprise me. I seriously doubt whether any 
of the Pentagon chair-warmers involved in that decision asked anyone at the 
operational level if such a decision would improve or degrade the absolute 
bottom line, worst case, capability of MARS to get a message through. We 
ALL know what a professional's answer would have been.
