[CW] Draft position paper on the Morse code requirement

Hi all,

I have just completed the first draft of a position paper on the Morse code
requirement that will be submitted to the Council of the South African Radio
League. In it I argue that a Morse code requirement should be retained for
the unrestricted amateur license, while allowing that limited HF access may
be given to holders of restricted licenses that do not include a Morse
component. I would be interested in any comments or suggestions.
