Bureaucratic because it has membership fees?
I don't know about you, but I need money to support myself, organizations
are the same way!
Chicken Feed Operators had no fees, but they're no longer in existance.
The Venerable Second Class Operator's Club requires no dues but they aren't
very healthy.
FISTS does much at very little cost. They've published the "Art and Skill
of Radiotelegraphy" an excellent book about code written as a work of love
by the late William Pierpont, N0HFF. I think they get $15.00 for the book.
If you've ever tried to publish limited edition publications, you'll
understand that that is just above cost.
If you shy away from organizations because you think they're bureaucratic
simply because they charge dues, I would really wish you to be open minded!
Some very valuable organizations about morse code exist and most charge
dues - and most are very vibrant full of life. Money lets them live and
service their memberships.
One of the cheapest is the Morse Telegraph Club - only $10.00 a year! That
