Whoops... no we don't (at least in the case of drag racers and firearms
in most states other than Kalifornia and some other few colonies)! 
Gun owners fight tooth and nail to keep the Government out of our hobby,
with generally good success.  Likewise drag racing (which I don't do any
longer, but...) has no requirements for any governmental licensing. Boats
may be
a different matter.

Agreed.  I think we need a "stick" to be wielded from time to time, when
self regulation fails, but the LAST thing any hobby needs is "assistance"
from the government when it's not asked for.

When that happens it's generally time to change hobbies.

...or more likely, governments!
