Why not give them full CW privileges?  They passed exactly the same code 
test that the Extras now take.  Just as the best way to learn to speak and 
understand a foreign  language fluently is to live in a country where the  
language is spoken, the best way to learn the code is to have QSO's with 
other hams on CW.   @ 5 wpm, you do not learn the code; you learn character 
recognition.
