[CW] cw testing

Hello All:
I just read through a DEC. CQ "Op Ed" piece proposing the Nat. Conference of VECS rules committee's perspective on Ham Radio in the 21st century. That was a bit frightening. I guess even testing on regulations is too much to expect from the 21st century ham.
Some years back, I helped a friend improve his cw preparatory for testing. After failing the cw test some 3 times his club had a hamfest with all day testing. Sure enough he failed the multi-guess first thing.....he went back and they gave him the same test on the same day. Having taken that particular test a total of 4 times....he finally got seven out of ten.
In the 60's I got so nervous that I failed the SENDING portion of the 13wpm! The FCC examiner let me take the theory and since I passed the 13wpm receive, I was issued a tech class. That really stung back then.
