Then it is not a NPRM.  A proceeding with an RM- number is a Petition for 
Rulemaking submitted by some individual or organisation, that the FCC has 
opened up for comments.  They don't have to do that; sometimes they just sit 
on a petition and never initiate any action.  After the comment stage, the 
FCC may then issue a NPRM (Notice of Proposed Rule Making).  That will carry 
a Docket number, something like "Docket 03-104".  Often the FCC will take 
comments on a RM- proceeding but never take any further action, or they may 
release an official notice that the petition was DENIED.  They may combine 
several RM- petitions and issue a NPRM, sometimes even proposing rule 
changes that are the EXACT OPPOSITE of what the original petitioner(s) 
requested.
