I don't think it has gone quite that far yet. They're allowing comments
on the petition, and the others as well (conveniently listed in the ARRL
website article). But I don't see any indication that the FCC has issued
an NPRM yet. If I understand the process, they will not do that until some
time after the comment periods have ended. Then there will be a comment
period on the NPRM, and a reply period, and finally a rule change may
be issued.
