[CW] FCC RM-10787 - The other shoe has dropped!

Wellll what do you know!  The FCC has issued a NPRM on the NCVEC petition!  
I am very disturbed that in personal emails from both the Great Lakes 
Division Director AND the ARRL President - they both told me in no uncertain 
terms that the FCC was NOT going to do ANYTHING about these petitions until 
after the first of the year - and that it was going to be part of "a major 
overhaul" of Part 97!

Now there is NO EXCUSE for the ARRL BoD to not address this issue.  They 
were saying that since there was no NPRM on the horizon,they could "take 
their time".  Well, time is up and now they have to make the hard choices.  
It will be interesting to see if anything appears on the ARRL website today. 
  I do realize that it is the start of a holiday weekend, but if there is 
nothing on it by Wednesday morning, then something is very, very wrong in 
Newington.

I bet the coming couple of weeks will be very interesting!   BTW, I just 
spent 4 hours composing a 4 page comment about this and filed it with the 
FCC.  I urge you to do the same.
