I disagree.

All it takes is a quick listen to the W1RFI video to know that if BPL is 
deployed widely, most of us will have to dale with S9++ noise levels on all bands 
160-6. And probably higher due to harmonics. 

We cannot be sure that the same thing will happen if the code test is 
dropped. Particularly the CW/data subbands.
