Fun fact:

One of the questions on the ARRL READEX survey of 1996 was something like 'It should be up to each country to decide whether or not to have a Morse code test'. The majority of respondents AGREED with that statement.

So in not opposing the effective removal of S25.5, ARRL was acting in agreement with that survey. 

Now if they would just act in agreement with the part where the majority said we should have code tests in the USA...
