[CW] W5YI in Puerto Rico

Two points.

1)  W5YI doesn't run the day to day ops of the VEC program anymore - as I
understand it, he's retired.  So it isn't him personally.

2) Being a VE myself, the way this works is you volunteer to be a VE, then
you get a form that is signed by your local coordinator and become part of
his VE team.  W5YI doesn't certify you except on the word of the local
coordinator.

So this means at least one "local coordinator" was certifying hams to be VEs
so that one could use them (remember, takes three to give a test) to falsify
exams.  Now, those VEs could have become local coordinators and formed teams
in their own right, but it took one crook to get this started.  We may never
know which one of this long list is the crook (well, in the end they all
are) but if we can them all and start over.....

I know that VEs in my area would never put up with this - W5YI or ARRL
certified - and I, and many other VEs I know would never cert someone who
wasn't trustworthy.

And don't tell me this is W5YI personally, or because he wants (personally)
to eliminate the code requirement - the ARRL doesn't know who they're
certifying as VEs either.  They give you a test, but if you know your stuff
you can pass the test - the test doesn't make you honest.  They still have
someone else local "vouch" for you, and they never meet you, so they're
taking that persons word for it.

Bottom line, the problem lies with those who're doing the "vouching".
