Now that power outage is on everyone's mind, the entire amateur community 
should should start e-mailing senators and congressmen and sending letters 
to editors of newspapers and exploit any other means possible to inform the 
public of the alleged vulnerability of the power grid, AS ACKNOWLEDGED BY 
THE FCC when they declined the 136 kHz amateur allocation. Maybe it would 
generate enough pressure on the power industry to replace PLC with something 
more secure and, incidentally, free up LF and VLF to allow licensed radio 
allocations to resume.

Who knows, this outage could be the result of someone accidentally or 
deliberately jamming PLC. That's as good an explanation as anything else 
anyone has come up with so far.  If the FCC and the power industry are 
correct in their evaluations, it would be very simple for a terrorist group 
to create massive power outages by setting up a few stretegically located 
low-frequency transmitters across the country.
