Because they are getting lots of replies. Last time I looked there were 2481
documents in ECFS about it.
I think FCC realizes what a disaster BPL would be, but cannot tip their hand.
Allowing more time can only result in more comments. We should all reply
comment so that our voices are heard.
Even if someone has no interest in HF, BPL is important because it represents
an attempt to shift the regulation philosophy. The BPL folks want the right
to pollute the EM spectrum with noise, and make the needs of licensed users of
that spectrum secondary to their own non-use. That's just bad policy.
Write FCC and oppose BPL.
