[CW] ARRL refused to support code requirement

A good majority of those that responded to a poll told the ARRL that we did 
not want CW to be discontinued at the ITU.  They did it anyway, after first 
telling us they would go by what the membership requested. 
That tells me that the majority of those members, who are interested one 
way-or-the-other, wanted status quo and they made their own decision.
