I had the same problem with my 1929 one.  I didn't want to replace the 
originals, which appear to be in otherwise near perfect condx.  I tried 
wetting my finger with spit and rubbing it on the bottom of the feet, a 
suggestion from an OT landline telegrapher.  It works, until you have a 
reason to move the bug, then the seal breaks and you have to redo the 
process.  I cut a rectangualar piece of the porous rubbery stuff used for 
kitchen shelf liners and set it under the bug.  That holds it in place 
nicely, yet I can move it whenever I want.  The stuff needs replacing every 
few months; as the rubbery material picks up dust and crud on the desk it 
eventually begins to slide just like the rubber feet.  However, one 
inexpensive piece of the material would make a lifetime supply of bug pads 
and will probably disintegrate with age before it is used up.
