Amen. Take it from one who lived 29 years with "other" so called plans 
(esentially - go where you want, when you want, and do what you want).  There 
is nothing more irritating on the bands than listening to a local group yak 
it up on SSB around 14.010, when you are trying to pick out a weak expedition 
on the same freq..  Any band plan, MUST have some teeth  to enforce it or its 
worthless.    
   I for one, do NOT like what the ARRL has come up with, and its not what 
the majority of the responders told them we wanted.  Expanding the SSB bands, 
reduces the CW, RTTY and Data portions, just when data is the most growing 
section of amateur radio.  They seem to think that the so called "novice" 
portion was only for Novices, and forget the rest of us were also able to 
transmit there.
