[CW] Opposition Statements to RM-10352

I support RM-10352.  The 160-Meter Band is an accessible band by an
ever-growing number of Amateur Radio operators due to the advances
in antenna and equipment design.  Many weak-signal enthusiasts, and
narrowband users (CW, PSK31, for example), are hindered in
operation by wideband emissions in the lower area of the 160-Meter
band.  The "Gentlemen's Agreement" regarding the sharing of
spectrum is not effective on this band.  By having a real segment
as defined by RM-10352, Amateurs would be clear as to proper usage
of the spectrum, and the FCC would be called upon much less for
responding to disputes.  Users of narrowband modes would be free
from interference caused by wideband emissions.

All of the other High Frequency Amateur Bands have this
segmentation defined.  Creating a narrowband segment in the
160-Meter band creates a consistency.  RM-10352 is consistent with
ARRL and other proposed band plans.

Please adopt RM-10352.  Thank you.
