 Here in Spain we use to SSB on the IARU recommended frequencies (although
we can only use 7000 to 7100), but sometimes for local QSO you can hear SSB
on CW segment (normally 7.050 or above)... as well as from about one or two
months ago some digi transmission (not ham) on 7.020...

The SSB transmissions below 7000 might be truckers or sailors ... many
spanish truckers are below 7000 Mhz at 16-17z ... as well as a famous CB Dx
group down to 6650.
