The ARRL is working with other IARU members to rationalize
worldwide amateur allocations on 40 meters. The major problem is
Regions 1 & 3 Broadcast allocations on 7100 and above, forcing any
SSB to be below 7100. You can see this by comparing the 3 IARU
Bandplans for 40 meters here:
http://www.iaru-r2.org/hf_e.htm
The 2003 WRC conference will attempt to gain an exclusive worldwide
amateur allocation of 300 kHz but it may be something like 6900-7200.

"WRC-2003 Consideration of the 40-Meter Amateur Band
The problem is that since 1938, the 40-meter allocations in the three
ITU radio regions are different. Region 2 has 300 kHz from 7.0-7.3 MHz,
while Regions 1 and 3 have 100 kHz from 7.0-7.1 MHz (7.1-7.3 MHz in these
Regions are currently allocated to the broadcasting service). WRC-2003
agenda item 1.23 is an opportunity to realign the amateur and broadcasting
bands around 7 MHz. The amateur service seeks the return to an exclusive,
worldwide allocation of no less than 300 kHz in the vicinity of 7 MHz.
For further information see http://www.iaru.org/7-MHz-Spectrum.pdf. "
While I'm at it, please support RM-10352 which will restrict
160M wideband modes (SSB, AM and SSTV) to 1843 kHz and above creating an
exclusive area for narrowband modes below 1840 (CW, digital such as PSK31
and whatever new narrowband digital modes may develop in the future).

P.S. The SSB that AA4NN mentioned hearing when he was at BQ9P was
mostly Indonesian CB'ers...a real problem in that area of the world!
