I agree with most of what Hans proposes:
1) The 'phone bands should stay as they are
2) All hams who have passed a code test should have at least General class CW
privileges (spectrum, not power).
3) There should be HF spectrum for experimentation with new modes without
being
hamstrung by limitations on symbol rate or occupied bandwidth.
But note that his proposal would prohibit CW in those subbands. I don't think
that's a good idea.
