[CVRC] Modification of Kenwood HT to transmit on additional bands

I disagree, Gary, but only on a technicality.

It is not illegal to modify or possess a radio capable of transmitting on 
the MURS or GMRS bands.  The rule violations come in when you actually use 
that radio to transmit on those bands.

I agree, however, that the mod probably isn't a very good idea unless it is 
done solely for emergency use under FCC 97.401, .403 or .405.
