[CVRC] FCC Formally Releases Morse Code R&O

The FCC has released the Report and Order on WT Docket 05-235 removing the 
Morse code requirement for all amateur radio licenses.  The effective date 
will be 30 days after the R&O appears in the Federal Register.  The R&O is 
not expected to appear in the Federal Register until sometime in January, 
with an effective date sometime in February.
