As of May 1, 2005 telemarketers can call people on their cell phones.

If you do not want them to call your cell phone, call 1-888-382-1222 with 
your cell phone or go to https://www.donotcall.gov/default.aspx.  Either of 
these will put your phone number on a list maintained by the FTC of numbers 
that are not to called by telemarketers.
