[CVRC] DMV Amateur Fee Exemption

I had an interesting experience when renewing my registration this past
December.
I went into a DMV office and presented all the renewal paperwork. The
clerk then asked for my "authorization tag" which she said was a new
requirement for the amateur exemption plates. This was in addition to
the usual exemption slip that you can print off the DMV web site. She
explained that several hams had been getting the exemption, even though
they never participated in emergency drills or activities. When I asked
her when this new requirement started and where the tags came from, she
did not know. Fortunately I had my RACES I.D. and she reluctantly
accepted that; although, she stated that State DMV may not recognize it
and ask for the exemption money. I sent an e-mail to state DMV asking
about this, but have never received any reply.
Anyone know anything about this supposedly new requirement?
