[CVRC] DMV Amateur Fee Exemption

If you have Nevada Amateur Radio Plates on your vehicle, you can't get the 
$10.00 exemption if you renew your registration on the DMV website.  You 
can, however, print forms from the site that may include the exemption form.

To save the $10 charge you must go to a DMV office, but you may also be 
able to mail it.  The DMV online registration is great, though.  I get the 
tags in a few days.
