A QSO with a station in Moscow the other day gave me this report...

Russian hams (as of "a couple of weeks ago") now can run a KW and also
operate up to 7.200, with the government there providing these new operating
factors.

This news is only true for the former soviet state we now call Russia, and
not necessarily the other former soviet states.  73 and gud DX,
