[CTSARA] TS Hermine - Lower Dipoles or Not?

It's becoming fairly certain that we will be getting strong winds in the
Stamford/Norwalk area - at the very least (see below). Probably just under
tropical storm strength, but still sustained winds at 20-30 mph with gusts
up in the high 50s.
Would it be best to completely lower dipoles all the way to the ground, or
is it sufficient to drop them 10 feet or so to give them enough slack for
branches to be bending/trees to be swaying?
