Years ago, when I taught the old novice course (theory and 5-wpm code)
there were a number of smaller kids passing. One I remember was W1FSM's
daughter, who's hand was so small she could barely handle the straight key.
Once they could read and do simple  arithmetic they could pass.

Kids are good at memorizing.  It is not possible that a 9 year old
understands any of the theory, unless of course she is also a genius, which
I suppose is possible.
