I would suggest you contact the FCC with this matter. Marine VHF is taken very seriously.
FCC NYC Enforcement Bureau: (212) 337-1865/ Tell them you are ARES or they won't take your call.
Marine RDF is simple to do, very similar to a Fox Hunt.. Use attenuators on a marine radio/scanner with a homebrew tape measure beam..
