[CTSARA] CERT 12/7/2013 SAR Drill Review

This video was the "hotwash" review of Saturday's SAR drill.  First speaker
was Sgt. Noto of Stamford PD, who was the incident commander.  Second
speaker is Capt Ackley of Stamford EMS.  Also in the video, but not
identified were a Deputy Chief of Stamford Fire & Rescue and a Deputy Chief
of Stamford EMS.

For this incident, SPD couldn't get their command vehicle to a location
where we felt comfortable they could hear the CERT radios (which are
simplex), so we set up the CERT base station at a suitable location for
simplex.  CERT base communicated with the teams in the field, and also
communicated with the incident commander in the command vehicle.  A similar
setup would be used if the search was only one part of a bigger event and
the command vehicle needed to be in a different location than the CERT
base.

P.S.  They taught us an interesting search technique called a feedback
search.  If you think that the target you are searching for has a radio and
you think you know the frequency the target's radio is tuned to, turn two
radios to the target's frequency and everyone else's radios to a different
frequency.  Then using the two radios on the target's frequency, create a
feedback loop and let your field searchers listen for the sound of the
feedback coming from the target's radio.  It's very useful if your target
is one of your own - for example one of the searchers who managed to get
lost.
