Everything I've heard says that it's better to send things electronically  
than in person. With all the security, especially after the anthrax  
attacks, anything physical sent to a congresscritter's office is taken to  
an off-site location and opened there, and supposedly many of those things  
just never get to the congresscritters' offices.

The ARRL suggests that we send electronic communications and then notify  
their lobbyist offices so that the lobbyists have a count of what's been  
sent to whom. I don't off-hand recall the name of the lobbying firm, but  
it's in all the League writeups on the subject.
