[CTSARA] Digital Net Frequency Change

Apparently there is a repeater in NJ and another in NY that are on the 146.46 
frequency, even though the ARRL Operating Manual specifically shows that as a 
simplex frequency.

Instead of that frequency, let's use 147.435 for the digital net this Sunday.

There is a repeater somewhere in MA on 147.30, and I don't care.  The Northern 
NE Repeater Council shows that as a simplex freq as does ARRL.
