[CTSARA] Stamford Digital Net

As I mentioned at the last meeting, I would like to start a weekly Stamford 
digital net similar to the 2 meter voice net on Sunday nights.  I was just 
running some tests with a few people and it's obvious that we need to practice 
practice practice if we're going to try to claim any ability at this for EmComm 
work.  Especially on VHF/UHF which is a bit different than HF.

My initial thoughts are to hold the net on Sunday at 9pm after the voice net or 
7pm before the voice net, but those are just "initial thoughts".  I'd like to 
get some input from people and see what might work out to be best.  The net 
could be on a different night of the week if that would work better for people.
