The frequencies to keep clear are:
7.045 and 3.720 khz.
No, it is not OK to use the frequency as long as you don't hear anyone.
The HH stations, will probably be QRP, on batteries, using just
makeshift antennae or all of the above and on short skip to Cuba,
Trinidad or other nearby areas for daytime traffic, which you won't be
able to hear.
The emergency coordinator for the area is Arnie Coro, CO2KK. He is in
Havanna, (the farthest point from Haiti). There are other stations from
Santiago de Cuba, (closest to Haiti), listening on 7.045 and 3.720.
At night, with the long skip, we can be helpful by listening on those
frequencies. Do not transmit where you are not allowed to.
