[Collins] 30L1 will not key up

Check the -120 volt bias supply. It cuts off the tubes while receiving
and its the power source for the keying relay in the 30L-1. Then with
the cable from the 32S unplugged checked for -120 volts (with power on)
at that jack. If there is voltage then see if grounding that jack keys
the rig. Then check the 32S to see if its keying properly and the cable
between them is good. There are a few parts that can fail and cause the
failure to key.
