[Collins] Collins S line in transciever mode

What am I doing wrong?  I have run the two coaxial cables from the
transmitter to the receiver and connected the other wires for VOX etc.  I
have unplugged the crystal bank in the transmitter of course to allow the
cable from the receiver to be plugged in to that jack.  For some reason, the
transmitter still requires me to use its VFO to change frequency.  I have
the selector switch on Rec VFO.  I though from the manual that this would
allow me to use the receiver to set the frequency I am using, thus having a
transceiver set up. It is not working.  Any suggestions?
