With power off, use the ohmmeter.
Red hot is not beneficial to tube life.
Shorts destroy parts feeding the short, there's no tolerance for that
much overload in a tube circuit. It sometimes takes circuit analysis to
decide what the resistance reading should be.
It might be time to get assistance on the bench of those on this forum
that offer repair services and have experience with the 32S-1.
There are other possibilities causing low exciter gain, like bad trimmer
capacitors but those are band specific.
