[Collins] exciter tuning assembly for a Collins KWM2A

There is nothing wrong that I can tell with the PTO. The problem is in the
exciter tuning assembly. PTO turns smoothly.

The PTO grease definitely will get hard. In probably only a couple decades.
That ball is pyrex, and David Knepper has a supply of them that I think
he bought from McMaster-Carr.
