But is it NTIA certified to have 1 ppm stability? Has it the requisite
filter shape factor to pass their specifications?

Going from mow side to high side or visa versa will swap the sideband,
as will changing the BFO crystal, the filter, or if there's a second
conversion, the side of injection of the second LO.

I think there used to be quantities of those at Collins Surplus, no
doubt long gone.
