Your 1N4007 is wired backwards. That's damaging to the electrolytics.
They don't take reversed voltage well and will draw lots of current. My
schematic shows the cathode towards R7 which it has to be to produce a
negative output. You probably need NEW electrolytics again.
The selenium already did them no good.
