[Collins] Repainting an ID plate

I suspect the Collins technique is to avoid the cleaning part completely by 
making a silk screen to lay down the paint.

I'd try a stiffened piece of felt (as by gluing it to a flat block of wood), the 
fewer stray hairs on the felt the better. Maybe a rubber squeegee would be 
even better. Go for one fairly hard so its supported by the thick parts only. It 
might help to support felt block or squeegee on metal the same thickness as 
the thick parts of the ID plate.
