[Collins] KWM2-A issue

All, I have a small issue with my KWM2A (round) that is driving me a little crazy.  When I first turn on the radio and don't have an antenna connected the s-meter reads s-9 and wavers a little. This also happens with an antenna connected. If I key the mic the meter drops to 0 and then after a while will go to s-9 again. After a while it will stop and the radio will act normal.

Replaced any tubes that showed weak and checked the plug in relays.  Any ideas where to look?
