[Collins] Question about Collins and Eldico Clones

Some comments on the Glowbug reflector got me thinking enough to ask here.  According to Jay Millers Collins book, someone at Collins was asleep at the switch one time and missed bidding on a big military contract to supply radio's to the MARS stations across Viet Nam.  
Eldico did bid and won, thus giving them access to the S-line design so they could clone it.

Did Eldico ever try to sell their S-line clone to the hams?  Or was it strictly limited to military sales only?
