[Collins] Grounding attachments S-1 line

Yes, I expected a new Collins lab tech would have been equipped with
tools and knowledge. I learned really fast he didn't have squat for
tools or knowledge.

The R-390A filter is especially leaky to make that voltage stiff when
not grounded, and when grounded it reliably trips GFCI breakers.
