[Collins] Grounding attachments S-1 line

On this subject of grounding:

My house is built of concrete and brick.  It was meant to be Atomic Bomb 
proof.  Many of the walls are poured concrete.  It was built in 1965 
when 3 wire electrical systems were not required by building codes.  All 
the wiring is 2 wire except for a couple of wall plugs.  I have no idea 
why some are three wire, but I suspect (though I haven't yet looked) 
that they are not three wire, but only plug plates installed because the 
previous owner had a grounded plug that he needed to use and didn't want 
to use an adapter.   I have often wanted to rewire the house but it 
cannot be done economically since the wires are "poured in"  They cannot 
be pulled out!!!

Is there any way to make a two wire system safe at all times???  Details 
please.
